The world economic crisis of 1929-30 has led all the countries to search for new outlets for the economic recovery and stability. Turkey has preferred to begin this course by re-structuring the legal bases of her internal and external trade in particular. The first attempt was issuing a law titled Law on Preventing Fraud in Trade and the Supervision and Protection of Exports on l9th June 1930. This law was launched to prevent the very probable cases of fraud which may arise due to the peculiar economic conditions of those days and to establish legal bases for organizing the production of raw materials, semi-manufactured and manufactured goods as well as the packaging, storage and transportation facilities. The second article of the Law has given the instruction to the Government to begin this organization with the goods subject to exports. This article is considered to be one of the first documents which put exports in the first place of Turkey’s agenda. In the course of the years following the said Law, Turkey issued a number of laws and regulations concerning tariffs, trade agreements, compulsory standards for exports, etc., so that she could establish a sound infrastructure for the smooth functioning of her trade. The experience gained during 1930s in the sphere of exports has clearly indicated that the individual efforts of the exporting companies were no more sufficient to increase exports, on the contrary the cooperation and collaboration of the exporters was a must.
