In Ottoman Period, Treasury was formed after several steps when Treasury Pay Office, an institution under Maliye Nezareti, was founded in 1863. Treasury Pay Office fulfilled the classic treasury functions which is the equalization of revenues and expenses of state. Administrative institutions of provinces with a cash surplus transferred money to institutions with a cash deficit. When a province had a cash surplus, this surplus was transferred to Treasury. But when a province had a cash deficit, this cash deficit was expected to be provided by Treasury. In this period, Treasury fulfilled the transfers via mail. This transaction was carried out by Ottoman Bank in places where its branches were available. Ottoman Bank opened a current account for Treasury in accordance with franchise agreement. Pay office transactions were undertaken by financial departments. In Republic Period, Treasury Pay Office kept its position under Maliye Vekaleti till 1927. Treasury Pay Office was turned into Directorate of Treasury Pay Office and Cash Transactions by the Budget law concerning with the year 1927. Then it was turned into Directorate of Cash Transactions by a legislation dated on May 18,1929 with a decree no 1452, and then turned into Directorate of Cash Operations by a legislation dated on May 29,1936 with a decree no 2996, and finally turned into Directorate of Treasury by a legislation dated on August 10,1942 with a decree no 4286. Later by a legislation dated on July 6,1960 with a decree no 13, Directorate of Treasury was united with International Economic Cooperation under the name of Directorate of Treasury and General Secretariat of International Economic Cooperation. Then it was turned into Prime Ministry Undersecretariat of Treasury and Foreign Trade with a decree no 188, dated on December 13, 1983. The Undersecretariat undertook the functions of the chairmanships of Public Finance, Foreign Economic Relations and Banking and Foreign Exchanges. Later by a legislation dated on June 8,1984 with a decree no 232, these units were turned into General Directorates. This decree was legalized by a decree no 3274, dated on April 4,1986. And it was changed again by a legislation dated on May 4,1989 with a decree no 376 with changes in duties and functions of subunits. By a legislation dated on August 14,1991 with a decree no 436, it was changed again by getting the chairmanships of Incentives and Implementation, Foreign Capital and Free Zones from State Planning Organization. Later by a legislation dated on September 16,1993 with a decree no 508, it was changed again. And finally, by a legislation dated on December 9, 1994 with a decree no 4059, The Undersecretariat was separated from Foreign Trade with the name of Undersecretariat of Treasury.
