Ehud Olmert representing the State of Israel and Mahmoud Abbas representing the Palestinian Authority met in Annapolis under the auspices of President of the United States of America George W. Bush. In Annapolis, the leaders emphasized their determination to bring an end to bloodshed in the region, to end the conflict between the parties, to usher a new era of peace based on mutual recognition, freedom, security and justice. In furtherance of the goal of two states foreseen to live side by side in peace and security, an agreement was reached on the following points: It is agreed to immediately launch good-faith bilateral negotiations in order to conclude a peace treaty, comprising all issues, including all core issues without exception, as specified in previous agreements. It is agreed to make every efforts to conclude an agreement before the end of 2008 and to engage in ongoing and continuous negotiations for this purpose. For this purpose, a steering committee, led jointly by the head of the delegation of each party, will meet continuously. This steering committee will develop a joint work plan and ensure that all negotiating parties address all issues. The first session of the steering committee will be held on 12 December 2007. President of the Palestinian Authority Mahmoud Abbas and Prime Minister of the State of Israel Ehud Olmert will continue to meet on a bi-weekly basis to follow up the negotiations and will offer all necessary assistance for their advancement. The parties also committed to immediately implement their respective obligations under the Roadmap and agreed to form a mechanism between Israel, Palestine and USA, led by the United States, to follow up on the implementation of the Roadmap.
